C.S.G.3645/1903 to the unsatisfactory supervision of the Water Folice which obtained after the date of Inspector Riley's dismis-
sal in November last.
An investigation of the books at the Station reveals the fact that during the whole of the time that Inspector Ailliamson was in charge of the hater Folice i.e. from
1902.
Lot
24th. November, to 5th. July, he did not make one single patrol in the Harbour by night and only made 5. patrols by night of an ag- gregate duration of 12 hours, on land in the District of Tsim Sha Tsui during that period. The regulations prescribe three night
patrols a week.
Nakay due allowance for the fact that he was left to perform the double duties of Inspector in charge of kater Folice and Station Inspector more work than one man could pro- perly perform - nevertheless I consider that he committed a grave dereliction of duty in entirely neglecting to make any adequate attempt to supervise the men under his charge at the time when the majority of them are on duty, that is at night time.
It does not appear that any Executive
Officer was placed in charge of the Water Folice although the Regulations provide that one Assistant Superintendent shall have charge and until the Captain Superintendent of Police went on leave at the end of March last the full complement of Executive
and had been since the previous september Officers of folice were in the Colony.
This omission coupled with the fact that
only one Inspector was detailed to the Water Folice and land
district of Tsim Sha Tsui after inspector Riley left, seems to
very
have had a/deleterious effect. on the discipline and efficiency of
the harbour Folice. Inspector Langley informs me that when he took charge of the Harbour Police there was no kind of discipline among either Europeans or Chinese, and from what I have observed #yself and from my knowledge of how difficult it is to maintain
